With the onset of technology, it is much easier to send out thousands of faxes per hour. This makes it easier for fax broadcasting companies to make a living out of providing that service. SPAM EMAIL DOESN'T WORK AS WELL AS FAX BROADCASTING
People send out millions of spam emails at a time. These are not nearly as effective as a well laid out, nicely worded fax advertisement. BTW... you never get sued for sending out spam email... It's just easier to hit the delete button.
